1. Fractional frame rate video format input from HDMI, Video format will be recognized as integer frame rate（such as input 23.98 will be 24）
2. Fractional frame rate video format input from SDI, both HDMI and SDI of RX will be able to output fractional frame rate video（such as input 23.98 to SDI of TX, HDMI/SDI of RX output also is 23.98）
